Is this suitable to use on carpet?

For best results on carpet place a piece of plywood under the wheels and lift. The 4 rollers will not work very well on carpeted floors. On carpet just lift the item and place the Teflon (bought at Walmart) skids under each leg and move the item. I used Teflon skids on all my moved items and left them in place for future moves.

Is it strong enough for a refrigerator?

This product is useless. I recommend you don't buy it. First time I used it to lift a piece of furniture, the head broke. Try finding another product.

will they move if placed under a wash machine when it does it's cycle?

There isn't a way to lock the wheels so yes, the machine will move around during a spin, washing.
