Would this work to use old dvi monitors (with audio ports) with a ms surface pro and get audio from monitor?

Hi, if you connect your ms surface pro via hdmi and dvi cable your monitor inc audio 3.5mm jack cable then you will should get sound coming out of your monitor. By default the transmission of sound should be from laptop to monitor not monitor to laptop. Hope this helps. Kind regards.

Can you use this in reverse so dvi to hdmi or vga to hdmi and so on ?

Unfortunately no, hdmi port is for you signal input and the dvi, vga, female hdmi are the output to monitor. It is not bidirectional. Hope this helps.
