Is this an inner/outer dc block? in other words, does it block dc through the center conductor and the through the outer shield?

There is no way for it to block power through the outer shield as there is no insulator on the exterior metal. Power is only blocked through the center connection.

Does this go in between the lna and the sdr or betwen the lna and the antenna ?

Is this what you use between noaa and goes lnas and the sdrs nooelec makes? is it enough to use the power plugs for the lna's?

Its to protect your SDR from the power an LNA uses that might feed back through the antenna connection. For that it's worked great for me.

Remember, these are for SHORT TERM use. You do not use them at the top of it's rated DC power while doing TX or RX for long periods (multiple hours), They will get hot, and that will impact your signal.
