I would think so, I used them in plates. For the more heavier I used the disc hangers.

I don't think so. The moisture might be a problem outside.

To be frank, I don't know with this product exactly because I didn't use it on a smooth surface. But it didn't work on my bedroom walls. My house due to its location, keeps a lot of humidity or moisture.
