Is this product Vegan?

I don’t know about the product being vegan … I stopped taking L-Arginine and replaced it with L-Citriline recently. I only did that because according to materials that I read, Arginine is broken down by your body much faster and sooner than you can absorb it. Citriline has the ability to be completely used and is much more effective.

Why does it deceptively say 4000 mg when it is actually 1000 and why is the manufacturer so unscrupulous?

I totally agree with you. It is a deceptive practice used by many manufacturers of supplements. I intentionally avoid buying from manufacturers who do this, which is why most of my supplements are NOW brand. They are a bit more honest and their products are top quality, but very fairly priced.
