How low can I set the screen? Can the arm go below desk height?

That depends of where the display has the VESA mount and how large is the display itself. If it is located near the top of the display probability of it to be set below desk height increase. The arm itself does can't touch the desk surface if it is set to is lowest position, the nearest position of the arm to the desk is about 7 inches away.

Can this arm support a 20 lbs monitor? Anyone have any experience with it?

My son's monitor is 18 lbs and holds. He said you have to put the tension all the way up. I hope this helps

It is possible to have your monitor hovering over the back edge of your desk. However, to achieve that position you would have to mount the base of the monitor arm off center, essentially forming a right angle with the two adjusting arms. This will allow you to have the monitor hovering over the back edge of your desk while keeping the monitor centered with your seating position.
