The packaging states they were made in China.

Can these be used for square toe boots?

The shoe trees are curved for a typical "rounded" shoe. While they will undoubtedly fit a square boot, if you're tyring to keep a sharp "square" toe, they won't be pushing up against those corners and may not provide what you want. However, the moisture absorption and width/length will be maintained.

Can I buy one shoe tree in one size and another in a different size as a pair?

You will have to ask the importer. Find the pair you like and send a message to the seller asking for two different sizes in the pair. Worst case, you may have to buy two pairs in two sizes.

Is the toe portion left or right specific? The heel portions are labeld with left and right, but the toe portions are both labeld with an L.

The toe portions on mine are not labeled, I just go by heel label, L or R.
