Doesn't come with but may be an optional extra it is however ok in the wet

Is this Rockbros extendable pannier bag compatible with non Rockbros pannier rack?

Yes. It uses velcro to connect to the pannier. Not really useful if it is going to be continually removed as the bottom straps can be a pain to get to if it is a tight fit for between the pannier and the tyre/mudguard.

Would a laptop fit in this bag
