Can I use to suck water spilled on the floor?

Maybe a tiny amount. This is a small pump. The water would just shoot out the top.

Which side measures 1.9"? Is that the side including the nozzle?

1.9 " is the front and back. The nozzle is on the top towards the front.

Where is the filter? I do not see one in the package. The flow rate knob is stuck. Any suggestions?

there is no filter. it's a wavemaker not a filter. it pushes the water to circulate. clean it every now and then. the flow rate knob is small but a little pus could fix that. do no use out of water. if you did use it out of the water you may have melted the flow monitor to the inner workings.
