If this runs off, will this harm plants and scrubs growing next to my deck?

It might harm depending on plant I have always hosed off my plants after use to be sure and never had a problem

Can this be used on outdoor granite steps?

Yes will work perfect but it is gradual

why can not it be shipped , is hawaii a third world country ?

This item is labeled for use in California only, you will need to find another product listing

Why can this item not be shipped to area code 36330 AL??? I have tried to purchase 2x with the same results!!!

I don't know about the shipping but u can get at Home Depot or Loews Spray and Forget is at Home Depot and I think Wet and Forget is at Loews both work the same for me. and it is probably a little cheaper at the stores. both products are very good just works slowly over time. kept my tile roof in Florida looking brand new i sprayed it twice a year.
