Yes. This charger compatible with Asus Chromebook C423 C423N C423NA model laptop.

Why does it not work sometimes?

Because it is a piece of crap. I bought 3 of these over the span of a year and they each quit working within 3-4 months.

Does this charger work with the Oculus "Meta" Quest device?

It works on any device I have that is C type. I have had 2 and they work great when new, but only last a few months.
