will this fit over a wig?

I believe they will fit over a wig. It would depend on how full or thick the wig is - I enjoy wearing mine and my hair is cut short and it gives my look a touch of pizazz and color.

Do the headbands fit a small head?

I think I have a smaller head than most people and these headbands fit my head perfectly. They are expandable and if you are not a child, you won't have much of a problem making them feel snug.

We did not receive the black headband in the set. Is there a way to correct this?

I would reorder them and return the first set of headbands hopefully you will get the black one in the second order.
