I don’t know the exact circumference but I bought it for my 4 year old for Halloween and it can fit an adult.

Is there breathing vents in the helmet?

The helmet fits very loosely on the child’s head and has a mask over the face that lifts up. It’s perfectly safe. I do n t think it has vents.
