Can this be used to dry flowers

No, DampRid is manufactured for use to attract and trap excess moisture from the air; it is not for use to dry flowers.

Would they work to eliminate moisture on windows?

No. They draw moisture out of the surrounding air. We live in warm climate so don't know much about cold weather moisture or condensation.... Suggest a mini dehumidifier and possibly RainX to bead up and run off moisture from window surface??

How often do you have to empty the water from the container?

It depends on the amount of moisture in your environment and the season. Here in Florida I have to empty it 1 time per month
