Also...who raises horses intended for slaughter, anyway?** A: correct if the horses are intended for slaughter and are supposed to be shipped from the USA to Mexico for slaughter (horse slaughter is illegal in the USA) then these horses not only cannot have had certain vaccinations but they also cannot have been treated with various substances to prevent flies and worms. As to your question who raises horses for slaughter, plenty of 'breeders' in the USA do that but they would never admit to it.
