How are these produce of Mexico if they're picked in California?

I can guess it's cheaper to have them processed in Mexico, and sent back to the US.

Are these sulfite free?

Sulfites are preservatives and since they are not listed on the package ingredients, one would assume that none have been added. You may want to contact the company directly if you have an allergy though.

Are there alot of loose seeds in the bag?

The package that I received had a few loose seeds but in general, the peppers were intact. Now, cut one open and expect there to be seeds all over the kitchen! Seriously though, as used in many recipes, you are going to be removing the seeds anyway unless you want your forehead to go up in flames :)
