Will this work if I want to connect from a HID Ballast and want to connect it to the Low Beam or will this only work for high beam?

it will work as long as you use H11 H8 H9 lamp bulb it connect easily to any stock HID Ballast. hope this help..

No you need to stick with the original factory which are h11

Do these allow the oem h11 drl to pass through? Im extending my h11 low to my h11 fog so they are the drl instead? Will this work?

I used these to replace an after market connector for fog lamps so I could use the oem lamps. This required cutting these cables and soldering the wires to existing after market wiring harness. I'm not sure about your wiring needs but they should extending your connections if the plugs are the same type.
