Stand only. There is no tool. Neither Amazon nor the manufacturer care if you didn't get the tool you were looking for, and neither will help with returns.

Was missing parts the legs makes it useless will not stand without them !

Great product, but the side handle sucks putting on a steering wheel much easier
This product is a little expensive but works great. Does the job is supposed to? Don’t like the crank handle too much putting a steering wheel on it a lot easier in the turn when making panels.
