What is the purpose of the one black deep scoop?

I use mine as a sifting tool to remove any lumps in the Matcha through the fine screen .

How many teaspoons are in the Scoop?

The scoop holds approximately 1/2 teaspoon. It's pretty small. The whisk of this set is awful, imo. The tines are different lengths so it doesn't open or bloom all the way making it impossible to get a decent (or any) froth when whisking matcha tea.

Is this set really made in China? Or is it made in Japan?

It's made in China. The low price is the giveaway. The manufacturing of the whisk is very inconsistent with what appears to be little quality control. My whisk had tines of all different lengths making it impossible to get any decent froth. Read other 1 & 2 star reviews before buying.
