How can you tell when it is on?

Solid green light, then a pause, then flashing green and white. There is a test button to use also. And when the batteries start to die there's a constant little beeping sound to let you know.

How does this repeller work with dogs...as i have one and dont wont to hurt her ?

Dogs can hear in the 67 Hz to 45,000 Hz range; humans only up to 23,000 Hz. So it will affect canines and rodents but not humans. It may not be a "loud" enough stimuli for one dog but it may affect another.

What size are the zip ties so I can get replacements?

They are 10 or 12" long. But the length you need depends on where you are going to place the device. i placed them and then cut off about 4 or 5 inches.

Would this work on a boat to repel otters?

No, this product is designed and tested to be effective in repelling rodents. The otters are not rodents. It has not been tested for its effects on otters.
