I am an amateur rock hound. Is this sturdy enough to carry heavy rocks? Can I rinse sand off the rocks while they are inside the bag?

You can definitely rinse sand off of what ever is inside the bag. I don't know if I'd recommend carrying very many heavy rocks, but you can always try. Depends on what you classify as heavy.

Does this handle snap ship and stay shut or if you let go will it open (underwater)?

The handle will stay closed. It has a slider so it won't accidentally open. It's a great bag. I use it whenever I go clamming.

Does this bag float? Is there an inner tube or foam rim?

No float ring. It will sink but not fast

What did you use to fasten it to your rig?

I just carry it with the handle. You could use a clip or rope to fasten it to your belt loop or belt (or put the belt through the handle.
