Thinking of using this for my betta, most likely temporarily. How many gallons does it hold? Is it sturdy enough for Taco's life to depend on?

A Betta needs at minimum 5 gallons to live a full, happy life. This, and any other vase, isn't sufficient for any fish, despite what ads and some pet stores may claim. If you care about Taco, get him a nice 10 gallon tank with a proper filter and some nice plants.

Trying to use it for plants, can it be drilled to have holes for drainage?

That's actually a good use for this. The plastic is sturdy enough to support drill holes I believe.

Can this be hung on the wall?

If you drilled a hole in the wall and secured it then drilled a hole in the vase. For me, it was nothing more than a cheap plastic container so I tossed it.

can you put candles in this?

For decoration, but they are plastic so it would melt if you lit the candles.
