Does it include the 4 racks please?

Yes it has 4 racks to hold the tiles. They are not perfect as they are a simple "L" shape, so the tiles could fall out if you tilt the rack the wrong way. But the do the job. They also help you line up the tiles on the walls when you build them at the start of the game.

it’s that a normal size ,? Like in professional games?

I used to play in a mahjong club and the size of this set was pretty standard. I do have a vintage set for sale if you are interested, bought in Peking in the 1930s, it's the same size, bone and bamboo with exquisite hand carved pieces.
