Would this set give me all I need for myself and another player to begin the game and does it include instructions? Much replay value?

This set only contains one random starter deck (33 cards) and two dark portal booster packs to expand your deck. So if you want to play with someone else, you will need to buy another copy of it (There are several other starter decks). This game also includes instructions. The gameplay is quite similar to the Magic: the gathering card game. As someone who plays a lot of magic, it was pretty easy for me to play the WoW TCG. Replay value wise, i would say it's pretty high. As someone who plays this game alone, i also bought the raid deck to fight against. Bare in mind that you would need at least 3 raid decks to play against the boss in raid.

does it have a loot card?

I managed to get a King Mukla loot card in one of the booster packs that came with this starter deck. So in short, yes you could get a loot card; there is always a chance at getting a loot card when opening the wow booster packs. Don't let anyone tell you different. Good luck to you.
