Is this water proof ?

The top is solid plastic so it keeps out rain from above, but it does have a lip so it can end up with quite a bit of water on top. Also the doors work fairly well, but in heavy or driving rains, water can get in. I wouldn't use it to protect something that really has to stay dry.

I need to store a large object in the cabinet, so I don't want the shelves inside. Are the shelves needs for strength?

No they are not needed for strength or assembly. (I didn't install the shelves in mine either.)

Will the shelves snap in place if the unit is upside down. I want the units up on my shelves with the handle on the bottom.

No, you can not turn the cabinet upside down, but it appears that you can flip the doors around with the handles at the bottom. The latch slots look like it will work with the doors either way.
