Would this be good to put a welding table top on the forks and weld on it?

Yes, but..... if you don't need to move it around you could make you own cheaper. This is a certified lifting device. Alternatively, if you have one, you could fab a table to attach to the hoist without welding to the forks. Then you could switch back if you ever needed too. The forks pin onto the hoisting bracket.

The forks on this seem short, will they hold a regular 4x4 pallet?

I would not use it for lifting a 4x4 pallet mainly if there is any weight on palletAlso support legs would not be long enough

Can this be used with a forklift cage to paint ceilings for example?

You cant because the fork on this is smaller in width compared to an actual forklift and theres nothing to support the base of the this unit. If you're looking for a one man lift, it might cheaper to rent one as needed or buy one used. Hope this helps

Is the brake option avaiable for this model and does Northern Tool offer the option?

The foot-release brake is an option. This is available by special order only.
