It will work but essentially you'd want to let the product seep into the airducts where most bad smells are trapped especially cigarette smells. Allowing the product to circulate would also send it through the entire cabin as the product pretty much just blows in an upward direction then creates a mist that lands. If aircon don't work just stick a car fan (that works with cigarette lighter) which will spread the mist better.

For a room I would say no. The smell is quite industrial and car like. A room spray I would assume would be just as effective. They are meant for very smell spaces like cars and vans.
