MIPS is a liner inside the helmet that moves very slightly independently of the shell. The idea is that it provides better protection against rotational forces when compared to a normal helmet because a normal helmet is tested only for direct impacts.

Is this a one impact helmet where is basically only good for one hard impact and then it's almost useless?

Yes, just like all CPSC Bike certified helmets on the market, this is single use. Meaning once it takes on big hit it needs to be replaced.
