It depends on the width of your steps and what is your preference of the width of the anti-slip tape covers. Standard width of a step is 36 inch. Usually people like to have the anti-slip tape in 24-28 inch wide, which means this tape can cover between 12-15 steps.

Will this stick on top of low pile stairs?

I am not familiar with low pile stairs' I used this tape outside undercover and on concrete blocks. It adheres to the blocks well as it is used. I cannot speak to how it will perform in the rain, snow, ice etc. I have not used it anywhere else.

I want to return this item; the tape did not adhere to my steps, even though the steps were clean and dry. I also mistakenly bought three rolls.

Thank goodness I only bought 1 roll, because the tape did not remain stuck to my steps either. Do not waste your money on this product.
