it fit my Pro-Form exercise bike

Is there a protective liner on the inside of the cover?

No separate liner the interior is silver. All the seams are covered with a black bias tape that is neatly sewn in so nice work. There is nothing scratchy on the interior.

my bike is 24" wide at the handle bars, will cover fit?

I think it probably will. The seams of the center piece of fabric are only about 18" apart, but it's tall enough that it should go the extra few inches and still cover the bottom.
