Do the legs dangle down when picked up, or do they stay in the "sitting" position?

The legs will remain in the sitting position, so you leave him (or her) sitting up just as in the picture. It's very soft and cuddly.

What is the arm length from tip to tip? I want to add velcro so it'll wrap around your neck.

It was a present for my grandson and I don’t have it available to measure. I can only say it is very cuddly and well made. You should be able to project an approximate length from the 11” height The arm length from tip to tip is probably close to 11”. My grandson loved it...still does.

The description says 5x5x5 is it this small size or 11 inches as shown in the title?

The koala I received was at least 11 inches tall. Maybe even an inch or so taller. I was highly satisfied with the size and quality of this koala!
