It says 2 pack on the first image, does that mean you get 4 of these?

2 pack as in you get 2 8gb RAM sticks, so 2 x 8gb making it 16gb

What are the timings on these? 9-9-9-24?

Your motherboard may automaticaly select 10-10-10-30 or something like that. But 1600mhz ddr3 always runs best on 9-9-9-24 in bios select XMP or manualy enter the timings at 9-9-9-24. Hope this helps.

Will the Hyper 212 EVO work above these?

It depends on your mobo layout. Both ATX mobos (Asus Rog Strix B450 and MSI Military Class II) of mine for these and the Hyper 212 Evo just fine.

Is it different from dddr4 and is it comparable with everything

Yes it is different then DDR4 since DDR3 has 240 pins and DDR4 has 288 pins. Also the notch is in a different position so DDR4 and DDR3 are not compatible in the respected motherboards. DDR3 is only comparable with motherboards that support it (which is a large amount).
