Will this work to prime silicone surfaces for painting?

If it is paintable then this will work fine.

Will this work to prime plastic for outdoor use?

Yes it will work good for plastic

will this work to prime mdf to make it more water resistant?

The purpose of this product is to cover and conceal as well as prime and provide adhesion for further applications of various paints to be applied as a top coat. If you are wanting something “waterproof” or water resistant then I suggest you try a product such as Red Guard as it is intended to water proof the substrate and have an application over it as it is not UV resistant.
