Can I use it for pumping out dirty water?

Not sure about dirty water. But I have used it to clear flood water from a small area. And it is quite powerful for such a small device. You might need to get a suitable power adapter to make this work.

What is the specification required for ac adaptor if i want to use it with ac supply?

You can buy an AC-DC adaptor dc output to be 12V, 3 amps. Also need to buy a connector for the wires on the pump to the adaptor. Everything available on amazon.
