Is this talcom powder?

Yes it is talcum powder. It has a minty feel to it when used so it cools the skin.

Is it supposed to come sealed up? I got it with no plastic seal or anything??

No, mine didn't come sealed either. I haven't had any problems with it though and use it practically every day. Love this stuff. I've even found if I dust a little in my hair, my rescued cat (he fell down our unused chimney-there was a piece of padded insulation inside so he wasn't hurt) won't grab a mouthful and yank in his attempt to wake me up to feed him. Must not taste very good as it broke him of the habit in just a few mornings. Bonus!!

Can you put the powder in top of a minor cut ?

Not recomended... It's powder and it will stick to the inside of the cut, this in turn will prevent it from healing properly... This powder is for heat rashes, you know? The ones people get between their thighs... It's also good for MILD sunburn.
