What tools do I need to assemble it?

You do not need any other tools, it comes with an allen wrench (key). Very easy to assemble 15 minutes and it was done.

Package did not come with instructions

I'm not sure why yours didn't, mine had instructions inside the rapping around the seat part. I don't have mine any more but you put the bace of the chair together first(wheels and metal have that attaches to the bottom of the seat), then the arms attach to the bottom part of the seat lastly you attach the back rest part. Note- don't put the arms on too tight other wise you might need to loosen it to get the back rest part on. Also you should be able to Google search and find a copy of the instructions.

Did this chair have a chemical smell

It doesn't have a chemical smell but it does have a "leather" smell that goes away rather quickly as it is unpackaged and gets fresh air. May take a week or more for smell to go away.
