Does anyone know if this is the same formula as the Loreal Oleo Therapy Perfecting Oil-Essence sold in US?

No, this formula is far superior to what's available in the US. I first encountered it while in the UK. No idea why it's not sold here.

Does it contain Silicone?

Do not see silicone listed in the ingredients. So, no unless silicone has another name. It smells amazing and i put it on my hair wet and dry. Does not make it greasy. Good luck
