I am a pretty fat guy, 40 inch waist. Will it fit?

Yes. It expands to approx. 52 inches

I bought the non-deluxe version, it barely fits the passport without wearing the edge of it. Will the passport fit in this with an 1/2 in to spare?

You'll have much more than that to spare, I could fit full sized airline boarding passes and train tickets travelling in Europe. There is a smaller pocket inside the larger pouch (top zipper) that is perfectly sized to hold a US passport, and another inside pocket to hold credit cards.

I see it fits a slim guy 40 with a 40 inch waste, but what about a person with a 46 inch waist?

I had no problem and I was a 44 at the time, the belt is adjustable and elastic.

Will it fit a size 25 waist?
