These are top of the quality items they are durable and lock as they screw in to lock I would highly recommend this item for safety you get all 4 for the price which is very reasonable for this item

Good for 60lbs strong dog? Need it to connect collar to harness in case one snaps while walking

Yes, it is solid. I use it for the same reason when walking and to attach a long cable to the harness on my powerful 110lb dog when he wanders around in the front yard while I'm outside. The carabiner has been left on the cable outside in extreme heat and cold for over a year and holds strong whenever we use it. The collar or harness D-ring will snap before the carabiner does.

Would this work for a heavy bag that gets a lot of use?

For sure they will! In fact, your bag will rip/tear long before your carabiners break. They are rated for around 2600 lbs each!
