Main bullet shaped portion is metal and the front where lights are housed is plastic.

Does it have high or low beam or just one setting?

No high or low. Just flashing or constant beam.

How do you install on an Electra beach cruise. Does it need more hardware to mount?

It came with a bracket to mount it to the handle . But I had a hole in the fender,so l mounted it there. It looks good there.

Does anyone know how to change batteries? i think my light is defective. ive unscrewed the screw, and it won't budge. am i missing something?

I took a tiny flat head screwdriver to pry it open. There is a spring clip on the inside of the housing which is under tension and holds the unit closed. The light probably doesn’t even need that little screw. Good luck . Maybe I’ll update with pictures later if I can.
