Far more useful than a bungee as you can adjust the length / tension without be constrained to the fixed length.  I bought two identical 16mm straps for securing some motorcycle luggage and they worked well, although they can be used for virtually anything.  The only improvement would perhaps be a way of tidying the excess strap once you pulled in tight as it does flap around.
