Can it be used on bumpers(plastic)?

No. This is for paint only. There are products for bumper scuffs, but not this one.

does it work on chipped red metallic paint

Don’t know about red, but it worked well on my metallic silver VW. Not sure what you mean by chipped. If you have stone chips down to the metal I guess that needs a repaint, but this stuff worked well for me on quite bad scratches.

Is this ok to use and will it work on caravan windows to remove small scratches?

I haven’t used it on caravan windows,I suggest that you go into a car parts shop and ask if it’s ok to use on caravan windows or a caravan sales as they always have a shop ,or lastly get in touch with the Turtle wax manufacturer
