A: The hangers do swivel but since there are two of them and the metal piece that they are attached to can only go in one way, it may not work sideways.

The shoe rack turned out to be quite flimsy - the "shelves" just had a strip of cardboard of one inch width only in the front. The metal frame that is mentioned is just a wire on the top part. It will sag even under the weight of single slipper in every compartment. The return process and refund was smooth. Satisfied on that count.
