Is this item reusable?

Absolutely. It's several pieces of pvc pipe with fittings to add the sections. The balloons are held on by a clip you put the balloons on and slide them over the pvc pipe. The base you can fill with water or sand. I love mine. I ended up buying 2 sets so I would have 4 towers.

Do the balloons need helium?

So sorry! This is a DIY balloon stand without balloons. One package contains 2 sets of balloon masts. One shelf requires 4 tubes, and the remaining 3 are spares or for right-angle balloon arches. A total of 80 balloons and 2 top balloons are required for the two shelves. You need to prepare additional balloons according to your party theme.
