It is a thick non-woven material, not water proof.

Is the hole in the bottom sealed around the grommet? (I want to keep moths out, and a hole straight through the bottom wouldn't help with that.)

The hole at the bottom of the garment bag is secured by a tightly fit metal grommet. To me it doesn’t appear that it will affect the need for moth control. I suggest that you order it. It if doesn’t meet your needs you can return it.

Can this be used as a carry on for the plane?

I don't think so, unless you roll it up.
