Yes, as long as you don't leave the lights on for hours and hours, for obvious safety reasons. They remain cool to the touch for at least 5 hours (the longest I've left the lights on for one stretch).

Are there different brightness levels

Simply because they flicker, yes. Otherwise, it is just a one level switch on or off.
