What is the purpose of color tops?

They are for blending between multiple different colors on one pen by mixing directly one the nib. I wouldn't say they are needed but the are a useful bonus. I'd really consider this a 15 marker set with the color tops as assesories.

Why do the color tops duplicate colors of the pens? i was hoping for 25 different colors, but it looks like that is not the case?

Well you don't necessarily color with the color tops themselves, they're only for making smooth color to color gradients. So if you looked at your colors and wanted to make a gradient between them you could make it easy by using the color tops. They'll still work if you put a color top on a different colored marker.
