What is the shortest height that can pedal?

My son is an average size 4 year old..he can barely pedal it

Can this be ridden on gravel?

Yes! Per my experience the bike can be ridden on concrete grass and gravel!

Will it accomodate a kid that's 4'5"?

Yes it will, my son is 4' 3" and sits all the way to the front. The seat adjusts forward/backward so there is plenty room to grow. These carts are awesome, very good quality and they turn very smooth.
