They're made in China but, tissue & activated carbon layers are made outside China.

It does not say 'non toxic' anywhere. Can't imagine it would be a good thing for a dog or puppy to eat it, cats wouldn't consider it. But you surely have more interesting things for them to chew on than these potty pads :) Amazon advertizes some 'non toxic' pads, but they contain a water shield plastic layer, so how non toxic is that really?
