Is this a wide angle lens ?

Yes. But there are other lenses that provide greater wide angles. Of course, Fish Eye is the extreme, providing up to nearly 180 degrees perspective.Generally 50 degree, is the standard sense. And it depends on what your shooting requirements are. 28 is very much a wide angle lens to most photographers. I hope this answers your question.

I need something like will capture fast movement like football games.

I think you might struggle using this lens at football games. You might need a lens that has a maximum length of 200mm or 300mm would be more suitable because of the distances involved. Also you might find a maximum aperture of 2.8 would give you a faster speed.
